Link travel time functions for traffic assignment

Abstract: In this paper a probabilistic model developed by Cowan describing flow characteristics on a single lane of traffic is adopted to produce link travel time/flow relationships appropriate for use on some links in traffic assignment. The resulting model parameters relate directly to the mean and variance of free flow travel time allowing their values to be estimated without the need of extensive flow/travel time data as is required to calibrate empirically based models.
