Abstract: •An essential contribution from Jules Dupuit on the optimal toll is based on the concept of surplus loss.•Although the function is maximal when the price is zero, Dupuit explained that a toll could be justified.•An optimal toll can be calculated as a function of the scarcity coefficient of public funds.
