Abstract:
Highlights: • An essential contribution from Jules Dupuit on the optimal toll is based on the concept of surplus loss. • Although the function is maximal when the price is zero, Dupuit explained that a toll could be justified. • An optimal toll can be calculated as a function of the scarcity coefficient of public funds.
