Privatization in the Collor government: triumph of liberalism or collapse of the developmental state?

Abstract: This paper surveys and evaluates the Brazilian experience of privatization. ANew consensus emerges in the Collor Government, favouring trade liberalization and privatization.The import substitution strategy is exhausted, and the dependency and structuralistideas are in crisis, but this does not mean that the liberal ideas are now dominant. Newmarket-oriented strategy has rather a pragmatic character. JEL Classification: O1; O5.
