Las subvenciones a la I+D, ¿funcionan o no funcionan?

Abstract:
This paper presents a critical assessment of public subsidies to R$D activities. After enumerating the most frequent tools of technology policy, the opinions of several R$D experts are overviewed. These opinions cast some doubts on the effectiveness of existing policies. Next, the analytical foundations of public policy in this area are reviewed, as well as the existing empirical evidence on the relationship between innovation and growth. Finally, we present and discuss the main empirical studies focusing on the effects of technology policy on private R$D effort and on productivity, with special emphasis on public subsidies.
