Reduction in Budgetary Expenditure on Social Services as one of the Russian Economy Stabilization Plan Direction

Abstract: This article discusses the problem of reduction in budgetary expenditure as one of the priority directions in economic development and social stability of the Russian Federation being in an unfavorable geopolitical situation. The dynamics and structure of expenditures of the Russian Federation federal budget are being analyzed as well as budgetary expenditure control specifics against the background of budget deficit. The article highlights the Russian regions social burden and provides the social sphere optimization results. According to the research results, the author proposes a set of measures to reduce the social spending in the Russian Federation, including the pension reform improvement; better targeting of social transfers and subsidies; social institutions network optimization.
