Abstract: The article analyzes approaches to forming and modernizing of Kazakh administrative and political elites. The theory of power separation is deeply studied in light of possible changes of the Constitution of the Republic of Kazakhstan, the authors make essential suggestions in order to improve the current system of legal authorities.
