Assessment of the Transport System in the European Union Countries in a Dynamic Approach

Abstract: Purpose: The aim of this article is to analyse the impact of the development of the transport system in European Union countries on the level of security in dynamic terms. Design/Methodology/Approach: A multi-criteria method was used in the analysis. In this context, the article attempts to identify the main indicators reflecting changes to the level of transport safety. The analysis temporally covers the period from 2012 to 2024. During the period studied, the development of the transport system was evident, particularly in the Central and Eastern European countries. Development in these countries was facilitated by aid funds from the European Union. The development of the transport system affected all modes of transport, although most investments were made in road transport. On the other hand, road transport is also a branch of transport in which a high number of road accidents still occur. Findings: The article is theoretical and empirical in nature. The theoretical layer presents an overview of the scientific literature on the transport system as a tool influencing safety levels. The literature review pays particular attention to transport infrastructure and Intelligent Transport Systems (ITS). The practical part presents the effects of the post-2012 security changes in the European Union. Practical implications: The development of the transport system has led to changes in transport. Changes have included improvements in the level of safety in transport. Originality: There is a lack of studies in the literature presenting the impact of transport system changes on the level of safety in dynamic terms. The value of the article is the use of a multi-criteria method.
