Abstract: Bu çalışmanın amacı Türkiye ve Avrupa Birliği’nin bir birim GDP elde edebilmesi için ortaya çıkardıkları CO2 emisyon verilerini kullanarak (1968-2003) kısa dönem tahminlerini elde etmektir. Dört yıllık bir dönem için CO2 tahmini yapabilmek amacıyla Grey Model kullanılmıştır. Grey Model, belirsizlik ve bilgi yetersizliğinin bulunduğu ortamlarda, durumsal analiz, tahmin yapmak, karar vermek ve sistemi anlamak üzere kurulmuştur. Analiz sonucunda elde edilen bulgularda emisyon ve büyüme ilişkisi açısından Türkiye ve Avrupa Birliği’nde son 35 yıllık dönemde iki bölge arasında tersine bir gelişme olduğu görülmektedir. 1968-2003 döneminde Türkiye’de gelirde yaklaşık %300’lük artış olurken, birim hasıla için emisyon değeri de %50 yükselerek 1.045’e ulaşmıştır. Avrupa Birliği’nde ise, gelirde %157 artış olurken, birim hasıla için emisyon değeri %50’lik bir azalmayla 0.3949’e düşmüştür.

Note: [English Title] CO2 EMISSIONS AND GDP RELATIONSHIPS IN TURKEY AND EUROPEAN UNION [English Abstract] In this study, short term predictions was made by using data on CO2 emissions (1968-2003) caused by Turkey and European Union to get one unit of outcome. Grey model was used in order to make a prediction of CO2 for a four year period. The aim of Grey model is to make contingency analysis, predictions and a decision when there is uncertainty and lack of knowledge. The findings of the analysis results in the relationship between emissions and growth in Turkey and the European Union during the last 35 years is seen as a development contrary. Turkey's income in the period 1968-2003 increased approximately 300 percent. Emission values rose 50 percent for each product value and reached 1.045. European Union’s income increased 157 percent.
