Abstract: Çalışmada önce, Yedinci beş Yıllık Kalkınma Planı'nın nihai şekline nasıl bir süreçten geçerek geldiği incelenecektir. Sonra, Plan nihai metninin neleri içerdiği ana hatlarıyla özetlenecektir. Daha sonra ise, plan hazırlık çalışmalarının ve nihai metninin bir değerlendirilmesi ve eleştirisi yapılacaktır.
