Note: [English Title] A Critique of "the Story of a Plan with Projections without Projects" [English Abstract] In this short reply, Necati Özfırat answers to Dr. Konukman's critique focusing on the preparation procedure of the 7thFive Year Development Plan for Turkey. The author emphasizes the recent structural changes in international economy that forces policy markers in developing countries to adjust the national economies for new international competition. For this purpose, the role which is given to State Planning Organization is to determine the strategies and policies instead of to intervene directly to resource allocations.
