Aging and a Comparative Study on the Sustainability of Social Security Systems

Abstract: In the study, social aging has been addressed in terms of the sustainability of the social security system. Examples of practices implemented by developed countries to ensure the sustainability of their social security systems by increasing the employment of older individuals are presented. It has been determined that these practices are categorized under the headings of reforms in pension systems, incentives aimed at directing elderly workers to employment, sanctions and incentives for employers to hire elderly workers, lifelong learning, vocational training to enhance the employability of elderly workers, and measures to prevent age-based discrimination. Additionally, issues hindering the increase of elderly employment in Turkey, such as insufficient regulations in the retirement system, lack of education, inability to adapt to changing technologies, challenging work-life practices that discourage continued employment policies, have been examined in light of examples from developed countries. The study has made recommendations to increase elderly employment in Turkey, considering factors like social-gender inequality and age discrimination. In this way, it is aimed to contribute to the sustainability of social security by increasing the employment of the elderly.
