Abstract: "Less and less people now live in countrified areas and small towns. This means that regions will have to compete in the future for qualified personnel. Family-friendly working and living conditions will become an important plus point of a particular location if labour supply - especially that of women - is to be taken full advantage of. Many regions recognise this and pool their strengths, as the interests of a great many actors hang together: opportunities can be explored better within a network.
