Abstract: "Unlike in Britain and France, the young unemployed in Germany are more strictly sanctioned under the system of basic income support ('Hartz IV') than older persons when they do not comply with what is expected of them. With them, total sanctions - that is the cancellation of all benefits - can be applied relatively fast and this can lead up to homelessness and reduced health insurance coverage. As can be seen from a current IAB project, these strict regulations are criticized by specialists from the fields of placement and case management - in other words by the very people who have to enforce the law."
