Design of a workforce modelling system for Kennedy Space Center

Abstract: The objective of workforce planning is to define the future human resource needs of an organisation in relation to the availability of suitable personnel, organisational goals, and budgetary constraints. To date, the workforce planning process at Kennedy Space Center (KSC) has been accomplished on a primarily manual basis. Personal judgement and experience have been applied to the analysis of various spreadsheet outputs. This approach has been sufficient in a relatively stable environment, or one experiencing incremental changes. However, the Center's workforce is undergoing major restructuring. This process involves a transition from operations to a focus on research and development. This changing environment requires new computer-based tools to support KSC workforce planning more effectively.
