Abstract:
Public housing authorities must implement tenant assignment policies aimed at providing affordable, decent housing for low income households. We consider the implications of such assignment policies by presenting analytic forms for the mean and variance of applicant waiting times that account for varying requirements for housing, applicant dropout, and priority assignment schemes, including transfers and standard scoring methods. We also consider a simple model of project demographics.
