Abstract: In this paper, which the late Charles J. Hitch gave as a Phi Beta Kappa Lecture in 1978, he surveys his experiences as Comptroller of the U.S. Defense Department and President of the University of California system. He found that, in spite of the widely differing contexts, the two settings exhibited similar structural problems. His planning and strategic decision-making experiences with them support some principles common to both, and contain interesting lessons for the operations research profession.
