Abstract:
Many military operations-research studies are concerned with defense problems. The procedures used to solve these problems are nearly always closely related to the over-all concept of defense. For a specified over-all concept, an understanding of considerations that motivate this concept can be helpful in performing defense studies. This paper presents a possible motivation for an authoritatively stated concept of defense of the United States against strategic attack.
