Abstract:
When Russell Ackoff made his eloquent plea at the Philadelphia meeting for operations researchers to help underdeveloped countries with their national economic planning, I felt compelled to register a qualified dissent. Now that his address has been published in Operations Research (August 1957, pp. 457--468), I should like to take advantage of a generous suggestion by the author that I present my dissenting point of view to members of the Society.
