Technology Transfer in Education--Application to Developing Countries

Abstract: This article reviews key issues and challenges in the transfer of educational technology to developing countries. Based on the literature of experience in education and the transfer of technology across different country settings, the article sets out a 5-stage framework (selection, implementation planning, pilot implementation, going to scale, and sustainability) for planning and implementing transfer of technology in the education sector. The framework also outlines key questions that should be addressed at each stage, as well as tools and techniques for dealing with these questions. The article concludes with a summary of key principles to consider when transferring educational technology to developing countries. Copyright 2000 by Kluwer Academic Publishers
