Abstract: This study starts from the idea that there is a reduced dynamic of the administrative structures, which are rather oriented towards maintaining and perpetuating the existing practices in stead of a continuous adaptation to new requirements. This situation is based on the specific bureaucratic mentality of the civil servants, uneducated in the spirit of continuous reorientation and on the approach of the final beneficiaries of their work. Resistance to change is an individual attitude of opposition, of evasion from any changes to the current situation. The foundation of this resistance comes from an individual elemental feeling: fear. This is caused by the feeling of insecurity, uncertainty and a reduced capacity to adapt to a new situation. Resistance to change is a normal reaction to external environmental pressures, defined as "any opposition to change a status quo." The intensity of the resistance varies from individual to individual and from organization to organization, being influenced by the changing characteristics of the system’s report to change. With fewer adaptations mechanisms, the resistance to change on an individual will be greater.
