Historically Low Teen Employment

Abstract: One of the important building blocks of a workforce development system has long been the ability of teenagers to get jobs while on summer vacation. But the employment rate of teens in the summer has fallen dramatically in recent years. In fact, the decline is unprecedented, the authors find, and represents a "massive" underutilization of the country's capacities.
