Sense of Community: A Fundamental Concept of Institutional Economics

Abstract: In this paper it is shown that the Historical School is based on a concept of sensus communis or Gemeinsinn (sense of community) rather than on a concept of an essentialist entity. Wilhelm Roscher in particular was dealing with the problem of how individual self-interest and conscience are turned by sensus communis into agreement. A revaluation of Roscher's efforts leads to a different judgement on Carl Menger's critique of the Historical School. It is argued that the collectivism-individualism scheme upon which Menger's critique is based is misleading.
