THE ECONOMIC ASPECT OF RUSSIAN FEDERALISM: INTER-BUDGET TRANSFERS AT THE BEGINNING OF THE COVID-19 PANDEMIC

Abstract: In this article, the author attempts to analyze the economic insolvency of independence of regional and municipal budgets caused by the distribution of tax deductions in favor of the federal center. The question arises about the artificial dependence of local authorities on the decisions of federal authorities regarding grants, subsidies and subventions. It is all the more interesting to analyze the actions of the federal center in the role of a large redistributor of funds between regions in the context of the onset of the COVID-19 pandemic and the rather difficult situation that has developed in the recently optimized domestic healthcare. The study revealed political and administrative destabilization caused by excessive responsibility within the framework of the opportunities provided by federal interbudgetary transfers through redistribution through the hands of the governor or any other head of the region.
