Abstract: The article discusses the institutional aspects of the development of Russian regional clusters of the chemical industry in the context of import substitution, including not only the formation of a new institutional basis as a package of legislative measures, but also the activation of communication interactions between the enterprises of the cluster (production, engineering and marketing centers, research and educational institutions) with public authorities and management regulating the development of the industry and the territory. The study was supported by the Russian Foundation for Basic Research (RFBR) grant No. 19-011-31177 opn “Formation of a political strategy for the breakthrough development of a regional innovation system in the context of an effective solution to the problem of import substitution”
