Abstract:
The article discusses the changes in the field of institutional framework for the management of social policy of the state in modern conditions. Draws attention to the fact that the implementation of social protection measures and support of the population in the modern period increasingly deviates from the constitutional principles of the welfare state in the direction of the subsidiary state. Measures and action of ministries and agencies that are pursuing their own interests, distorted the meaning and direction of social policy of the Russian state.
