Competition in Public Utilities: the Italian Scenario

Abstract:
The paper aims to analyze the public utilities in Italy and the way competition has been introduced in the related sectors after the Italian Competition Authority began to operate. In the first section, it is described why competition is a critical factor to let those sectors grow up. Then, it is shown how competition and liberalization rules should be enforced in order to be effective with particular regard to public utilities and in the light of consumer protection goals. Some final remarks close the paper.
