Conceptual Approaches to Understanding and Ensuring National Economic Security: Scientific Theories and State Strategies

Abstract: The author investigates the emergence and development of the economic security concept. He gives an overview of the main conceptual approaches to national economic security typical for the United States, Japan, China and Russia. The article introduces the concept of the homocentric and civitacentric paradigms to describe two fundamentally opposing approaches to national economic security. The analysis is carried out for scientific theories and state strategies. This allows to trace parallels and find contradictions between them. The paper shows the evolutionary path of the theories of economic security and identifies key factors that influenced the research in this area. The study reveals a number of internal contradictions in the official state strategies relating to economic aspects of national security. The result of the study is to develop a holistic view of the prevailing conceptual approaches to national economic security. This is important in the further development of optimal models of its ensuring in different socio- economic and political conditions. The results can be used for further scientific analysis of the theoretical foundation of ensuring economic security.
