Bilateral International Assistance: Factors for Donor Countries

Abstract: Determination and analysis of factors that influence the parameters of international development assistance from donor countries is one of the prominent areas of international development research. This study examines the relationship between economic and institutional parameters of donor countries and the share of bilateral official development assistance in the total amount of official development assistance provided by donor countries. A cross-country analysis of the of the relationship between the share of bilateral aid and the ratio of total official development assistance to gross national income and gross national income per capita of the donor countries was carried out. The relationship between the share of bilateral aid and some of the institutional characteristics of donor countries was also investigated. The results indicate a possible positive relationship between macroeconomic parameters and the share of bilateral official development assistance. For individual institutional characteristics, a possible positive relationship with the share of bilateral assistance was also revealed. Thus, the improvement of counteraction to corruption in donor countries correlates with the increase in the share of their bilateral official development assistance. A general conclusion is drawn on the existence of a positive relationship between the increase of the share of bilateral official development assistance and the growth of the economic potential of donor countries and strengthening of their institutions.
