Digital economy: From theoretical concepts to the Russian practice

Abstract: The article examines a conceptual framework for the development of the digital economy, distinguishing between the digital sector (as a subset of the economy) and the digital economy in its narrow and broad senses. It proposes a digital economy reference model as an integrated system of stages and processes of production, use and widespread adoption of digital technologies and their derivative products designed to achieve measurable socio-economic impacts. The model emphasizes two categories of enablers: digital and non-digital (analog) foundations. A concise analysis of the National program "Digital Economy of the Russian Federation" is conducted using this model, emphasizing practical examples of strategic planning and implementation of digital initiatives at national, regional, and sectoral levels. Special attention is given to factors linked to state policy, strategic governance, and organizational mechanisms that ensure accountability and active participation of key stakeholders (government, business, civil society, and academia) in designing and realising digital projects.
