Evaluation of Far East development institutions using the synthetic control

Abstract: For about 10 years, several development institutions in the Russian Far East were simultaneously pursuing federal policy. We use the synthetic control method to compare effects of each institution. The standard set of macroeconomic indicators was adapted according to the goals of the institutions and the available statistical data. The assumption was confirmed that the institution with a positive (albeit ambiguous) impact continued functioning after the 2021 reform, and the institutions that showed a negative or insignificant impact were reorganized. Improving the validity of such decisions will help to grant development institutions legal status in the public authority system. We also proved that a public development institution is closer in status to a government agency than to a company, that is why it is advisable to evaluate by macroeconomic changes in the region of its presence, rather than on standard corporate reporting indicators. The synthetic control seems to be a priority method for such an assessment. The absence of institute's in?uence on the development of a territory (sector) over a number of years should be the reason for its reorganization. This will allow the institutes performance to be aimed at achieving socially significant priorities, and not just at working with individual projects.
