Abstract: How can economics draw upon ideals without turning into ideology? The perspectives of different economic research programs on COVID-19 illustrate that positive and normative economics are complementary: (normative) ideals provide orientation for (positive) research. However, unless the values which render an economic question relevant are aligned with those which inspired the theory used for the analysis of the problems at stake, ideology emerges. The concept of evidence-based medicine may facilitate such an alignment.
