Gebraucht, geschaetzt und in Gefahr: Buergerschaftliches Engagement in der Sozialen Marktwirtschaft (Recognised, rewarded, and at risk: Voluntary work in Germany’s Social Market Economy)

Abstract: Die Soziale Marktwirtschaft setzt in ihrer Ausgestaltung zum aktivierenden Sozialstaat auf Buergerschaftliches Engagement, das seit einigen Jahren verstaerkt von der Politik gefoerdert wird. Die Zivilgesellschaft uebernimmt und gestaltet dadurch u.a. Bereiche, die einst hoheitlich vom Staat organisiert wurden. In einer durch hohe Funktionalitaet gepraegten Grauzone gilt es, das Verhaeltnis zwischen Buerger und Staat neu auszuhandeln und eine gemeinsame Wertebasis zu finden. (The Social Market Economy in Germany has gradually turned into the “activating social state” that also relies on the voluntary work of its citizens. The government introduced various programmes to attract citizens to voluntary work and to support the activities of civil society. Civil society thus ventured into areas that were originally managed by the state. However, these areas and their rules have not been defined properly and the question is whether a new shared understanding of values and a new relationship between state and citizen are required.)
