Transformation of federalism and regional policy at the turn of the centrury

Abstract: The object of discussion are federal relations in Russia, their formation and evolution after the reformation of the institutional basis and changed political and social-economic situation in the country. The paper examines the processes of federal structure asymmetry, measures to address it and the program of fiscal federalism out to 2005. Steps are proposed to increase the efficiency of the regional policy and make it a part of the social-economic policy of the Federation. Examined is the problem of interregional integration as a factor in this process and the role of federal districts. As an instrument of regional policy that can suppress the conflict of interests, the idea of regional (interregional) corporations of development is developed.
