Russian-Canadian program “Exchange of Experience in Northern Development”: objectives, tasks and first results

Abstract:
The paper considers the design and implementation of a Russian-Canadian program of exchange of experiences in northern policy. The program has been implemented in the Siberian Federal District since 2002. The major partners are the staff of the personal presidential envoy in the Siberian Federal District and administrations of Siberian regions, on the one hand, and the Ministry on Indian Affairs and Northern Development of Canada, on the other. Considered are main objectives and tasks of the program as well as the first results in the delivery of its projects and actions.
