Knowledge-based economy as a key element of a new regional economy

Abstract: The paper considers the institutional conditions favorable to the high technologies to be used in regions, i.e. reequipment of traditional sectors through applying contemporary innovations; preparations to build new sectors. A methodological base to transform the RF units’ economies, which have a well developed educational, scientific and innovation potential, is a “knowledge based economy” paradigm. The paper analyzes the comparative assessments of the potential of regional innovations in the Siberian Federal District. The authors have shown that the Novosibirsk Oblast could be a pioneer region developing its economy as a knowledge-based one.
