Fiscal policy in 2008-2010: improving intergovernmental relations

Abstract: For the first time in the history of the federal budget planning and implementation in the Russian Federation a medium-dated budget - a three-year budget instead of a year plan - has been submitted. This new budget for 2008-2010 has some other innovations. The paper considers such innovations concerning new intergovernmental relations.
