Improved tools of environmental policy and problems of their application

Abstract: The paper reasons the ways how to improve the tools of governmental regulation of environmental quality at the federal and regional levels. We identify the bottleneck problems in the sphere of the development and implementation of environmental policies, and we propose the ways how to improve the mechanisms of environmental regulation including nature protection financing. We also show how innovations could be applied to solve environmental problems and how innovations could make any production ecologically pure.
