Building the qualifications frameworks: crystallization of the competence clusters in regional labour markets

Abstract: The study made for Barnaul, Tomsk, Omsk, Novosibirsk and Tyumen shows that the graduates experience difficulties in their employment because of a demand-and-supply imbalance in regional labour markets, and the following negative cumulative effects can be observed in these regions. We demonstrate the crystallization of «competences clusters» in different spheres of employment and types of organizations which reflect employers’ current and perspective labour demand. We find that the current training programs should be necessarily oriented on the needs of different groups of consumers such as employers, graduates and etc.
