On the Incongruity of Program Objectives and Project Evaluation: An Example from the Reclamation Program

Abstract: In public programs project evaluation is often based on an objective that is more specific than the general objectives of the program. In such situations, benefits may be underestimated. The magnitude of this underestimation is assessed for a proposed reclamation project in Southern Idaho.
