Three 'I's of Poverty Curves, with an Analysis of UK Poverty Trends

Abstract: Three 'I's of poverty curves, based on distributions of poverty gaps, provide evocative graphical summaries of the incidence, intensity, and inequality dimensions of poverty, and a means for checking for unanimous poverty orderings according to a wide class of poverty indices. The orderings may be robust to variations in the deflator used to make nominal incomes comparable. An analysis of poverty in the United Kingdom during the 1980s demonstrates these properties.
