Demographic Imbalances and the Current Concepts of Social Security

Abstract: Today, European countries constitute a single voice, repeating the reminder about the aging population phenomenon and the population's "pyramid reverse". To "relieve the state" of its unique responsibility in providing social security to its citizens, the theory of "security in diversity" has developed, which supports the multi-pillar system at the expense of the redistributive system's benefits. The theory of „security in diversity” added up by the convergence theory of redistributive system types hides however another aspect: security can be cross-side, which is initiated with the advent of European Directives on social security. If social security can be undertaken individually, then the other European concept, social cohesion is poor in practical application. The purpose of this paper is to assess the demographic phenomena that generate the general imbalance of accumulation-distribution in the Social Security System. For workers moving within the European Union the question of portability of pension rights arises. I shall focus my analysis on the pension field, which implies specifically tackling problems in the context of European integration.
