Abstract: With the current global economic crisis, European preaccesion and structural funds allocated by the European Unioun (which were and are quite consistent for Romania) may represent significant financial support for the acceding countries and those that joined in 2004 and 2007 to provide resources in order to support investments aimed at contributing to raising living standards in rural areas. However very importantly is that these funds to be accessed at a high rate because the history proves that few countries could fully access the pre-accession funds (Czech Republic is a good example) and structural funds (Spain and Portugal are positive examples). An important factor in accessing European funds is the operation of advisory structures (public and private) to advise the potential beneficiaries of such funds, both in preparing investment projects and implementation.
