Abstract: Globalization includes the entire system of international economic relations and refers to actions with impact on the entire humanity and each human being. These actions resolving means the involvement of some important resources of the majority or even of all countries in the world. Likewise, the global concurrency is seen as international concurrency. From economic and political point of view small states total the common parameters which determine the susceptibility for certain risks. A good part of small states are excessively responsive to external events; they are crossing a transition process to market economy, a process of establishing their economic system or of preserving some situations of economic crisis which exceed the governments capacity to manage them.
