Abstract: “Bologna objectives” mean not only the adoption of necessary legislative changes, but also increase institutional autonomy and accountability, ensuring adequate funding for higher education and a strong culture of quality in all institutions of higher education. The proposed amendments to the Romanian legislation presented in this article aims to describe a general legal framework to ensure the functioning of higher education institutions in order to meet the requirements and objectives for European higher education and to meet the identified global trends in knowledge society.
