Social Insurance(s) versus Social Assistance

Cristina Ciuraru-Andrica

Ovidius University Annals, Economic Sciences Series, 2012, vol. XII, issue 1, 1326-1331

Abstract: The economic crisis Romania has been going through strikes heavily the revenues of the general consolidated budget, causing a growing deficit as a result of the imperative expenses which need to be effected. In this category we find social insurance benefits and social assistance benefits which are unavoidably guaranteed by the state, by virtue of its role in economy and of the attributions it holds. Hence, this paper intends to distinguish the different significations and implications of the two concepts, so that, in the future, no foundation for their equivalence could be possible.
