Abstract: Improving the performance of public sector is an important goal for the policy agenda in almost all industrialized countries. Public sector organisations are facing with the most demanding performance challenges in living memory. The recent comprehensive spending review reflected the poor state of the public finances and therefore imposed an era of financial cuts and constraints onto public sector organisations. Against a backdrop of everincreasing service demands this means that public sector leaders have to find ways of delivering more with less.
