Abstract: Education is one of the main resources of a country. Germany is one of the countries that have put a strong emphasis on developing and improving the quality of education, and this was important in the development of its economy over time. In Germany, education is mainly the responsibility of the States (Lands) in the Federal Republic (sixteen lands). Each of them has their own laws, so that each University is different. Although the university education system in this country is characterized by a strongly decentralized system, at the same time it is one of the most competitive systems worldwide.
