Abstract: It has been noted, over the years, that the legislation in the field of local public finances suffered, continuously, changes. Local public finances are objective in the present context, however, the difficulties faced by local authorities, the elements inherited from the old system requires further reform necessary, corresponding to the level of local public finances, the authorities closest to the citizen.
