Abstract: Absorbing European funds represents for Romania a chance to recover from the social and economical gaps and becoming a competitive state in relation to the other UE members. The reuced degree of absorbtion is associated with the reduced capacity to administrate spending these funds. Potential conflicts of interest frauds and investigations reported in the media are the effects of lack of exercising effective control over the management of these funds from the responsible institutions. The concept aims at the overall impact of the benefits generated by a particular project, on a larger number of individuals than the main beneficiaries of a particular department, on a regional or national level. The ex -post impact studies the program impacts, by reffering to identified needs of programs and show if the positively generated effects are sustainable after program implementing.
